Any suggestions on this error when trying to connect SQL Server 2000?

State: 1 Severity: 16
SQL Server Message: [DBNETLIB][ConnectionOpen (Connect()).]
SQL Server does not exist or access denied.Hi,
Possibilities for this error are:-
1. SQL Server service may be down or hung
2. Network issue
3. Need to create an Alias using "Client network utility" specifying IP
address and port number. Use this alias to connect.
